Citizen forum concerns about the budget preparation


 An awareness program was conducted to the citizen forum in Fisher Cooperative Society Center on 20th of June 2014 in Trincomalee. The purpose of organizing the awareness program was to enhance the knowledge of citizen forum members over budget preparation, budget circle  and people participation of local government’s budget preparation  because citizen forum concerns to submit their proposals for the annual budget of prodeshiya sabha. It concerned to shape and updates the knowledge about those areas of the citizen forum.

Annual Progress Report on ACDN in 2013



 This is the third year of this project that National Fisheries Solidarity Movement     ( NAFSO) is implementing as a partner of Active Citizenship For Development Network( ACDN). It is better to concern about the relationship between the beginning of the third year and end of the second year.  National Fisheries Solidarity Movement obtained a fresh experience from this program because this is a new concept and program for the NAFSO as well as the people. This program shows a new approach to the marginalize community with a new vision.  NAFSO attempted to socialize the budget monitoring concept  as a challenge.

Citizen Forum met the President of Pradeshiya Sabha

Representatives of the citizen forum met the president of the Pradeshiya Sabha at his office in Town and Gravest, Trincomalee on 29th of May 2014. The president of Citizen Forum and some members as well as district coordinator and program coordinator took part to the meeting. The representatives discussed about the progress of implementing the proposals which were handed over the annual budget of the Pradeshiya sabha for 2014.

May Day Celebration in 2014

National Fisheries Solidarity Movement commemorated the World May Day with the hundreds  of working peoples consisting of fisherman, farmers, labours and other working people at Katunayake. Many religious leaders, Center For Women, Sri Vimukthi Fisher Women Org, Southern Fisheries Organization, Dabindu Samuuhikaya, Janawaboda Center, Right To Life, Shramabimani, Platform For Freedom, Meepura News Network, Mothers and Daughters of Lanka and several other organizations  gathered under the name of Free Trade Zone Solidarity to succeed the event. It focused on the commemoration of Roshen Chamika who gave the life  to protect the rights of working people straggling against the government’s unjust decision.

Citizen Summit at Anuradapura

A citizen summit was held related to  Active Citizenship for Development Network  on 17/18th of February 2014 in Sevalanka Foundation in Rajanganaya, Anuradapuara. There were four main purposes to organize this event.  Reviewing the whole program being participated the citizen forum members was one the main purposes of the summit. The citizen forum process has past three years on the project. It provided an opportunity the citizen forum members to set together and analyze the program assessing the progress, weakness and challengers.   

Citizen forum members were able to strengthen the relationship among the citizen forums as well as interpersonal relationship also. It planned to aware the citizen forum members about different subjects through the summit. We invited to four external resource persons to share their knowledge with the citizen forum members. In that way,  Mr. Pradeep Jayarathne who is a journalist and political analyzer expressed on  role and responsibility of the active citizens in this   existing political, economic and social context in the country.

The citizen forum organized a grand rendering free service at the hospital in Silavathurei in last Sunday. This program was conducted by the  citizen forum as a request of officials in the hospital at the citizen forum meeting of Musali.

Police took up the clinic center,  Pregnant mothers are in discomfort
Pregnant mothers are facing many troubles when they come to consult doctors  because the police took up the building which was used as the clinic center in Silavathurei, Mannar. There is no building facility to hold a clinic on existing situation in Silavathurei area.

A request of the people in Arippu to develop transport facilities
The manager of Sri Lanka Transport Board in Mannarsalei is concerned on not having a  proper transportation system up to Kondachchikuda village which is in Musali local government domain, Mannar said M. Saaro Ruban Kruss, the president of the citizen forum in Musali. The bus which goes to Arippu from Mannar should tough the village of Kokkupudayan. That is the usual root.

 Workshop to prepare an action plan for the citizen forum

One day program was organized to prepare an action plan for the citizen forum in the coop city center in Addalachchenei, Ampara on 27th of September 2012. More than 30 participants consist of bath male and female members who represented of five villages such as Addalachchnei, Alamkulam, Palamunei, Olivil and Thiraikeni engaged with the program. Participants can be categorized as young and elder male as well as female but the major part of participation was female.

As first step, preparing the action plan was completed identifying key problems that people are facing on existing development situation in the area. Different areas of development were considered as a group as well as individual analyzing economic, social, political and cultural situation.

 North and East provincials joint convention to get peoples’ proposals for the national budget

National fisheries solidarity movement as a partner of active citizenship for development network (ACDN) organized a provincials convention to get peoples’ proposal for the national budget at Sun Shine Hotel in Trincomalee on 26 of June 2012. A network has been formed consisting of four organizations such as Uva Community Development Center (UCDC) Baddula , Low and Society Trust (LST) Colombo, Center for Society and Religion (CSR) Colombo and National Fisheries Solidarity Movement (NAFSO) Negombo.
 All four organizations are working with different communities in different districts on active citizenship for development network in the country. This right based project is called Participatory Budget Monitoring program. The main goal of this project is to increase engagement of communities in decision-making process about development budget at local level, provincial level and national level, in order to ensure their socio- economic rights.

Leadership training was conducted for a youth group related to the citizen forum in Ampara district at the coop city center in Addalachchenei on 28th of August 2012. The citizen forum has a separated youth group which engages with programs related to the CF.

Project coordinator visited NAFSO


The project coordinator of ACDN visited NAFSO secretariat to discuss about preparing the action plan and the budget for second year of the program at the NAFSO secretariat on 2nd of April 2012. The Accountant and the program coordinator of the NAFSO on the ACDN were advised to prepare quality action plan and correct budget

The citizen forum committee members met Mrs. Sasidevi Jalatheepan who is the divisional secretary of town and gravest division on 11 and 30 of October 2011 at the secretariat office in Trincomalie. The convener of citizen forum, three committee members, district animator and two NAFSO secretariat staffs attended to the meeting to discuss on objective of forming citizen forum and their role for regional development

The citizen forum meeting was held in the temple of Jayasumanaramaya on 17 of July 2012 in Sumedagama, Trincomalee. Mr. Arumugam who is the president of citizen forum played as the chairperson of the meeting. Male and female citizen forum members representing different villages participated to the meeting.

People Council was started in Ampara District

People council was started as upper step of the citizen forum process in Agrarian training center in Palamunei on 30 of April 2012. A.L.M. Nazeer, president and M.A. Anzil, vice president of Addalachchenei pradeshiya sabha and citizen forum representatives form Palamunei, Addalachchenei, Oluvil, Thiraikeni, Alamkulam and few people in Deegavapi participated to the people council.

National Convention on ACDN

 National Stakeholder Consultation on peoples participation in state budget was organized by Active Citizenship for Development Network (ACDN) at Renuka Hotel, Colombo 03 on 22nd of March in 2012. Every network partner on ACDN such as Uva Community Development Center(UCDC), Center for Society and Religion(CSR), National Fisheries Solidarity Movement(NAFSO) and Law and Society Trust (LST) as well as other stakeholders who related to this process participated for the National Convention which was facilitated by Law and Society Trust as one of the ACD network partners.

 Committee meeting of citizen forum in Trincomalee

The committee meeting of citizen forum was held in the temple of Jayasumanaramaya in Sumedagama Trincomali in 22 of September in 2011. There were 9 committee members representing six villages.
